it should not be account bound, or 100g, or given when people prove they deserve it. it should be abolished and tossed into the depths of MMO hell and replaced with a system that actually functions.
It shouldn’t be for gold at all, although if they added in some way to earn it somehow I don’t see why it shouldn’t be account bound.
Paying money in the first place for it makes it a joke, people who have little or no experience buying it and running around Lions Arch to feel important. I stopped listening to anything a “commander” says a while back. I just can’t take it seriously as it is now.
I’m not sure how you would earn it, maybe buy it with a LOT of badges? Maybe different groups/squads have their own “commander”? There’s got to be a better way to do it than this.
I wish the icon was account bound, even though I’m about to get mine on my main, I like leveling my alt in wvw while leading. The system works, IMO, I think ppl are getting them just to get them. I’ve seen at least 5-10 commanders on my server that really don’t know what they’re doing: building rams to attack WALLS, using arrow carts to attack structures (which doesn’t work), attacking an outer wall with rams, then dropping more rams to attack another outer wall, then not having the supply/siege to take an inner wall. Just some of the stuff I see, but I guess if you can amass 100G then it’s fair game.
IMHO, the Commander icon/title should be earned via WvWvW achievements and experience NOT by how much gold you have or bought. It could then be account bound as the player has at least earned it on one character. It should NOT be able to be shown outside of the Mists except in Lions Arch, for group gathering purposes.

I personally think the commander title should be tied to a customizable back slot item that appears as a cape- it would require a gift of battle, one of the purchasable guild backpacks, and 2 WvWvW drops- one for seizing Stonemist and the other sent to you via mail when you have defended/assaulted x number of towers.
Upon creating the cape you get an achievement that unlocks the title.
This would keep it accessible while forcing you to go through a decent amount of WvWvW in order to make it.
My moves are fresh, like my groceries.

Since Commander is either for large raids or WvW combat… how about it isn’t obtainable until you either get EVERY slayer achievement and/or EVERY WvW achievement, showing you at least have knowledge on these areas of the game and are should be capable of leading a group into battle that dont end up dying due to following someone that bought a book on a whim because they had a lot of gold.

However, paying a 100g is justified as this would normally show that a player has invested a lot of time into the game and should know what they are doing.
It is fairly easy to tell if a commander doesnt know what they are doing when they do not communicate the plan.
I do however say that there should also be a way to unlock this by playing wvwvw.
Something attached to several objective like.
hold stonemist 10 times, capture stonemist 10 times.
capture x keeps/camps etc.
something that would take a few weeks of effort to unlock.
How about having to build/earn it like a legendary weapon? Besides being very difficult to acquire, even if you have tons of money, you would have to sacrifice one of you Gifts of Exploration and therefore a real legendary weapon; showing that you are serious about WvW and not just someone who got lucky and found a precursor and was able to buy a commander title.
personally, i think there should be some sort of test involved. eventually, everyone is going to get the achievements. badges can be collected just from the 4 WvW jumping puzzles alone. 100 gold is…..well, i think we all know how flawed paying 100 gold is. there has to be a way that someone can prove that they know what they’re doing, and the best way to do that is to test their knowledge. sure, inevitably, there may be some sort of cheat sheet floating around on the internet. however, if they use the cheat sheet to pick in the correct answers, and the answers aren’t always in the correct order, then they’ll have at least read though the knowledge at least once, and won’t be entirely clueless when push comes to shove. and if the do end up being entirely clueless? they’ll be in the minority of a relatively rare group, and will be known for being inept. meaning that people will know to completely tune them out when they pop into a map, and focus on what the real commander(s) is saying.

But 100g can be earned without ever stepping foot into WvW and without having a clue about what it takes to be a leader.
Make it acquirable by showing you actually can demonstrate your leadership abilities in the game. Being involved in multiple structure / camp attacks, defenses, and caravan escorts / kills. The previous coupled with a price tag in Badges would be sufficient.
The fact that it’s 100g just means anybody who buys gold or receives it from other people can have an icon over their head and make people think they’re important.
