Personally, I like that it’s shared. That way I can get them done on whichever character or combination of characters as I play, get them out of the way, and go about playing the game without worrying about "did I do that yet..?"
The idea of laurels is to increase longevity of the game through grinding. If you give players a means to access higher levels of armor too quickly, you lose them needing to play for a certain amount of time before they achieve that.

Laurels aren’t meant as an effort to increase longevity in the game. They’re meant to reward players who play more often.
You can easily get rewards without logging in every day. (Weekly Guild Commendations are technically cheaper for Ascended Accessories and provide other unique items).

The most expensive thing is obtainable in a month of playing and, like I said before, it’s cheaper to get with Guild Commendations, which only require you to login once a week as opposed to everyday for a month. Everything else can be obtained with 10 days of dailies + a monthly.

They’re not, in fact – they were introduced as a means to enable people with limited time to still be able to get achievement points etc. So if you can only log on for 20 mins a day, that’s ok, you can still earn stuff. Similarly with monthlies over the course of the month.
Just because some people can get them done in a week doesn’t mean everyone can, and ANet would alienate the people they were trying to help initially if they made you able to do dailies/monthlies per character.
I forgot to add to that since I just thought about it to keep people from grinding so much that they will rank up so quickly to just make the rewards you get from each one be less and less so it players cant grind so quickly but they will still for it. For example when a player gets his daily he will get the jug of karma and a mystic coin but if he did it on another character he will get maybe a vial of karma which is less so they player isnt getting rewarded as much. Also they could get less xp from it to.
Wow, it’s been months since I’ve seen someone complain about monthlies and dailies, and it’s the old, “I want to get laurels faster and gear up all my characters at once,” complaint. Lovely. It’s just packaged in a different way.
