All festivals so far have taken place mostly in Lion’s Arch.
*Shadow of the Mad King in Lion’s Arch
*Wintersday in Mostly Lion’s Arch
*Dragon Bash festival in Lion’s Arch

Only these 3 non festival events take place outside Lion’s Arch.
*Lost Shores
*Flame and Frost
*Southsun Cove

Will future festivals ever take place in anther city? Or will the current festival be expanded to other cities to some degree? I would like to know this from Anet.

With Lion’s Arch unable to cope with its normal server load (traders, and fractals access) holding holiday events exclusively in Lion’s Arch seems daft even without considering the pluralism/player population issues you raise.
