ele: reduce CDs and rework arcane so it has base swap of 10 seconds and replace with something else

mesmer: anti faceroll mechanic
warrior: nerf heal signet, make rush have lower range but more reliable to hit
guardian: give them more mobility (NOT through boons)
thieves: realize stealth is not a class mechanic and go from there…
rangers: make them only playable in pvp
necro: do nothing
side notes: Instead of condition removal, more condition duration reduction like warriors berserker stance or the soon to be overhauled cleansing fire for guards.
