salvage the Mad King
Some items can’t be salvaged and some runes cannot be salvaged if they’re a soulbound thing and you’re trying to salvage it off using a different character. Little more info on your problem might help.

He’s trying to salvage karma equipment (to get the rune), which is not possible.
You need to transmute it to the desired target, or to a salvage-able target if you want to sell it. I’m not sure how transmutation splitters work. Either way costs you quite a bit.
What if Anet made a Rune Switcher Item? That is sold for 100 gems. It would switch a unequipped rune with the equipped rune. Your new rune would then be account or soulbound.
