Yeah, no. I can see some extra effect happening, but “all the stored damage, all at once” is not the solution.
Really, the stated reason for the cap is bandwidth concerns, it would be fine to just condense all additional stacks (stacks that would normally simply disappear due to not being better than anything currently on the target) into one strong duration-stacking additional effect. Possibly this effect could scale depending on the number of contributors, but the point is to not have to store and transmit data about dozens of players’ worth of stacks to everyone.

Except it really doesn’t make any more sense for PvE either. I want a solution as much as anyone (and I don’t play PvP), but just dumping the damage on the enemy all at once just isn’t a good solution.

Sort of makes sense for PvE. It’d be great if a condition stacker could reach a similar DPS to a zerker warrior.
Not too bad of an idea, obviously would need tweaking to balance.
Actually this is a good balance, but has been suggested before (at least once by myself).
Converting the stacks into another condition would cause too many problems and has been suggested before. There were also suggestions that the 26th bleed would replace the weakest one and the replaces one would deal it’s damage instantly. This also brings problems.
The only functioning suggestion is the the one of this thread. It sure would create burst damages, but why making you immune to bleed, like right now? Given infinite time a “convert cap stacks to direct damage” wouldn’t cause more damage than “infinite bleeding stacks”. It’d also encourage teamplay in dungeons contrary to the current concept “only get one bleeder into the party”.
The only real problem is Necro’s Epidemic. Well, this thread’s suggestion would certainly overpower it, but not as much as others.
