I don’t think that’s a bug. My Sylvari character has that hairstyle as well. The bright green spots are where that hairstyle glows at night. Different hairstyles glow in different ways/spots/intensities. If you don’t want the hair to glow like that, you would have to reduce glow intensity in character customization, but that will reduce the intensity for the entirety of your character.

Those are totally intended, it’s your glow you choose in character creation.

If you would like to remake the character, make sure you turn off the light in the character creation screen to see how the hairstyle glows at night. Also, if you just don’t like glow at all, you can turn it down low.
