I have decided to make a sylvari character, an engi to be precise, and I was looking at their wiki page when I saw this pic, I’ll attach it to the post.

What character options do I have to choose to have my character like that? And what armour is it? If you can I would like to know the dyes as well but I don’t think anyone can tel from the picture, that would be quite hard.

That’s some pretty old concept art. I honestly do not think you can make anything like it in game.

I believe that is an early concept drawing of Caithe, before the sylvari were reimagined as 100%-plant creatures.

Don’t count on copying that, especially not the looks or hairstyle.

You’d have to make a human to look close to that.
