Can you try setting your graphic options on low or maybe medium?
I figured out the more I put my graphic options on high, the more everything is reflecting which means “more shiny”. On medium there is not that much… actually black looks more black on medium than on high, because of the reflections it looks greyish…

For your own good, turn off post-processing. It just makes everything blurry and washed out, and will permanently blind you if you ever run into a big reflective surface in-game.
Messed around with some stuff, and it turns out that what does it is shaders. Turning them off took away the “oil slick” look on my hair.

Well, turning off shaders makes the hair look better, but everything else looks like crap. Guess I’ll just deal with it.

That’s okay, I can live with that. Don’t need to compete at a ball. xD
Certain sylvari hairstyles are shinier than others. I think it’s basically to do with whether the ‘hair’ is made of petals or leaves, with the petals being shinier.
You know how many plants have glossy surfaces? Yeah Sylvari are plants so they look glossy and many hairstyles are based off of glossy plants.
@Silverstag: Leaves are generally shinier, not petals. Leaves need to repel water so water can drop to the ground where its needed. Petals need to be NON-shiny so that birds and insects can see them and allow for reproduction.
