Sylvari Child
Well, that’s a piece of concept art, so it doesn’t really matter in the long run. However, it could be that the artist didn’t entirely know the lore, that he was only given the general idea and description of the race, so he drew based on what he was given.
Probably the way the “view” was angled. Doesn’t look like a child to me.
Or maybe a little person?

Keeping in mind that there’s an extremely human looking Charr in the loading screen for Diessa Plateu, I’d say it’s more likely the artist simply didn’t know. That happens from time to time, I imagine.

That was before the Sylvari design overhaul.
The loading screens consist of concept art from the start of development to current release patch(will probably see Halloween arts soon) and do not reflect lore or settings in all case its simple a added feature to make them better looking(<3 loading screens) but if you want a conan answer its simple a young looking adult.
I can’t see anychildlike sylvari on that concept art o.O
Maybe that’s a concept from inside The Dream, even though I don’t remember The Dream having children, they may “materialize” there as a child when they are too young.
Splash images like this are often drawn by concept artists way before the actual game design or by artists who don’t actually work on the game and only have basic instructions like “draw some plant people doing gardening”.
In the case of GW2, it’s likely the first, since ArenaNet does pretty much everything in house these days. So don’t put any meaning in the loading screens. They’re just supposed to give you a general atmosphere.
Yes, people tend to misunderstand concept art. Its drawn to give the team ideas by creating an atmosphere just cause you see the art a certain way does not mean that it is cannon or it should be.
1: the Grove load screen just looks like sylvari, the smaller they are the farther back they are.
2 the Diessa Plateau load screen looks like 3 humans, one with a horned helm. I assumed it was the Separatists. the area they are looking at (seeing as the sword is drawn probably to attack) looks alot like an early rendering of the Town of Nolan.
thats my opinion on this matter.
