Sylvari basic armor
The only low level Sylvari armour would be the Tier 1 Cultural Armour – which is level 35 armour: http://wiki.guildwars2.com/wiki/Sylvari_cultural_armor
Alternatively you can run around in town clothes or buy the chefs outfit :S

They’re talking about it from an RP perspective, in which case it doesn’t matter how you dye the fabric because it is never going to look like it is made of plants.
Who says Sylvari can’t wear normal clothing? We see plenty in normal armor around the world.
It actually makes sense given how an npc mentions somewhere (Maybe that first one you talk to outside of the dream) “Oh, here is some equipment until you can grow your own armor.”
You can purchase any of the cultural armor tiers and the skins will be unlocked in your wardrobe.
Purchasing any cultural armor means that you can then apply that appearance onto your low level armor for the fee of one Transmutation Charge per piece without having to wait until you get to a higher level.
In short:
- Purchase the desired cultural armor for its appearance
- Apply that appearance onto your current level character in the appearance tab
Due to being unable to salvage cultural/karma armor for materials, and unused items can only really be destroyed, you can instead toss 4 of those cultural armors you pick up for the appearances into the Mystic Forge in Lion’s Arch and get a single salvageable/tradable item in return. So you can unlock the appearances and regain some of that coin spent on them by selling the output item or salvaging it and selling the materials.

Actually, unless something’s changed, cultural armours cost money (and lots of it, for the top-tier set), not karma.
People don’t hate Scarlet like Game of Thrones fans hate Joffrey.

I was stuck back on where I mentioned karma items and karma got stuck in my head and I wrote that part out.
