Hunt the Dragons (Frostgorge Sound)

im having troubles trying to get the one Dragon Scale in frostgorge sound to activate for me… i have been to all the other and this is the only one that is not letting me interact with it… it is the one under the water right under Watchful Waypoint. can anyone explain to me why this is or is it just a bug?

It’s likely a bug, I got that one last night without too much trouble.
