I can imagine that Anet doesn’t want to give ascended weapons to everyone at any Teq death and so they put a very low drop rate on them.
However, they could add a “skin only” loot with a greater chance or put in a way to obtain it.
I mean, the weapon itself is a good loot, but the skin should be easier to obtain.
What do you think?

I think Tequatl will follow the pattern of extremely low payout for an extremely time consuming and difficult event. ANETs only obligation to players after buying the game is to give them little enough reward to keep coming back hoping for more.
