So we can keep the old content and still do the new content and not have the old content permanently erase the new content * if * this is indeed permanent. Even if not it still would be very viable with other things like the Queens Gauntlet along with future content. This I felt worked amazing with WoW because it did indeed make it feel like a living world and not lose content at the same time.

I heard a thing suggesting that they are going to be moving old living world stories into fractals so that they aren’t permanently gone.

Yes but they still make permanent changes to the world such as no more hole in DR as example. LIke if one day they wish to cleanse Orr as a LS they could still keep old Orr and by doing the story you phase into the new one etc.
