So apparently this event is phased because...
ya it does seem off that centaurs and bandits don’t seem to care that their territory is being invaded. I see 1 of 2 fighting them but thats pretty rare and most likely because of a player
i hope this is fixed in the next update. i wanna see npcs killing npcs, it amuses me.
Centaurs and bandits are also working for Scarlet.
Don’t you know? Every evil faction is. It is just another alliance. “The Hoof Bumpers”. Just wait and see.

The centaurs and bandits were already working together in the Kessex hills. This is established in several places in human personal stories and open world PvE (renown hearts and dialogue).
^But not with the Krait and absolutely not under Scarlet’s command, which was my point. You know, because two alliances that are working for the same person wouldn’t attack each other. That was my sarcastic explanation for the fact that centaurs and bandits almost never attack the Toxic Alliance (I believe they will only attack them if an attack accidentally hits them when the target was actually a player).

I hope the tower has like a multi floor scheme and each floor is every boss we have ever encountered because “hallucination” and then we kill all our allies and then we fight Scarlets spider plant moth and kill it.
The most interesting part of all of this is that neither Jennah, Logan, nor Annise bats an eye at this huge biological weapon which is poisoning everything in a 50-mile radius and is also apparently reproducing itself, even across space and time in the Mists.
…….when its right on the doorstep of Divinity’s Reach.
Especially Logan: leaves the rest of Destiny’s Edge to fight an Elder Dragon and gets Snaff killed over saving Jennah, doesn’t give a kitten about a massive weapon that’s going to poison the whole if Kryta.

It is indeed surprising why there isn’t many Seraph squads patrolling or culling this infestation asap. Heck, even the Orders seemed to have reacted faster and they are far from Kessex hills in terms of operation, not to mention busy with you know… Trying to fight back the dragons?
Which does bring up an interesting thing… Why ARE the Orders here if there’s no dragon minion presence?
^
The Priory is there because being the nerds they are, they want to study the tower and Krait obelisks.
The Order of Whispers probably want to know how the giant weapon works so they can construct a replica for themselves. Ain’t the first time they wanted to nick someone else’s ideas.
The Vigil are there because Team Vigil: World Police.
Maybe there is dragon minion presence? The orders do a lot about a lot. Vigil protects civilians regardless, priory researches what’s going on, whispers let people die while they figure out long term plans.

I’m pretty sure that they are taking an interest, given that:
1) During the instanced content, you start off working with a squad of Seraph.
2) If Jennah and Anise aren’t influential members of the Mesmer Collective, I’ll eat my hat. (In fact, I’ve got a growing suspicion that Kasmeer is actually secretly Shining Blade and in the long run she’ll turn out to be more important than Marjory.)
What’s probably actually going on is that the Seraph are already stretched fighting their usual enemies in the area, so after it was observed that the Seraph have little defence against the toxins and the Pact started descending on the area in force, the decision was made to let the Pact deal with the front-line stuff while the Seraph concentrate on keeping the centaurs from interfering and keeping the supply routes clear.
Mind you, this theory would be more credible if there was at least a Seraph liaison at the camp. And I was shocked myself at the Lionguard in the Mudbay Digs event – that’s something I would have expected Seraph, Vigil, or even the Wardens to do. Mudbay’s well out of the Lionguard’s jurisdiction – it’d be the eastern and southern shores they care about.
People don’t hate Scarlet like Game of Thrones fans hate Joffrey.
They hate her the way Star Wars fans hate Jar Jar Binks.
