I hope she’s being manipulated by the Mursaat or something. That would at least explain her ridiculous amount of knowledge.
All that’s left are the Sons of Svanir(will probably refuse to allow female Norn(Jora who is a Norn is the reason the Sons of Svanir don’t let Woman in their Cult) in any alliance they make with Scarlet who isn’t Norn) who might have a interest in converting Charr, Asura and Humans into Icebrood(whether or not Sylvari can become Icebrood has not been shown as far as I know).
There’s still grubs around.
All that’s left are the Sons of Svanir
Also abovementioned Mursaat and Centaurs, human separatists, white mantle, ogres, jotun, and (for the greatest laugh) largos (which are not evil per se, but can be simply hired as assassins). And steam creatures, already part of her forces, are still not paired with anything.
I’d also wonder, if the anti-human tendencies of some tengu tribes still exist in the Dominion of Winds.
Of couse, we can also always just make something up on the fly. Or use Skritt.

And what about different combos of foes we’ve already seen (e.g. Flame Legion + nightmare court). With just the list above, we’d have 21 different combos.
So prepare for Scarlet to be here for a long while.
In the end she’ll start a huge war with her alliance of every hateful faction in the game and she’ll stand with all of them about to assault Lions Arch and destroy it. Then a Dredge accidentally steps on a Flame Legion Charr’s tail and an argument breaks out, then a table is flipped, a chair is thrown and the alliance turns on each other and destroys itself. Scarlet is either heavily injured and captured or killed in the crossfire.

Don’t worry, she can recycle the existing alliances when she runs out, the Molten Alliance and the Aetherblades for example can become the Molten Blades. Eventually she’ll end up with a pile of grey goo with the occasional arm or sword sticking out that is the result of combining everything with everything repeatedly.
The alliances thing is wearing kinda thin (personally, I thought it was kinda thin to begin with).
Fire and ice won’t go together too well…
