Account bound means you can pass it through between characters. No “soulbound on use” would mean that you can equip it without making it soulbound (so you can still pass it on to other characters).
The Fractal skins have this same property.

Although the fractal skins have no stats, so you’d generally transmute them onto something that is soulbound, so it does seem a bit odd that players wouldn’t be forced to soulbound something that is a complete weapon.
But I guess the only way to know is to try it out.
