Scarlet’s crew killed Captain Theo Ashford, it makes sense that the Lionguard would try to find her. After all, the other captains wouldn’t like to die in the same way, I would bet. They want her dead or in jail. It is like it was with Canach. He was in Southsun Cove, but he commited crimes against Lion’s Arch and he scaped LA’s prision, so the Lionguard was after him anyway.

They were probably not spying on the Nightmare Court, but just following Scarlet’s tracks.

Quite simply: lion guard monitors and protects all trade routes between capital cities. Their jurisdiction ends there where it begins the “local government”. In Caledon its almost non, so the lion guard monitors the third of region. In addition route to metrica runs very close to twilight arbor. And nightmare court is an obvious threat, deserves careful attention
The Lionguard have been in Caledon from game start. They have a number of forts there. Given that LA is smack dab in the middle of Maguuma, it makes sense for them to have outliers as a screen against things coming out of the jungle or sea. Remember, while the current LA started as a pirate run trading post, it also rose from the floodwaters thanks to Cobiah Marriner’s determination to forge a force able to withstand the Risen threat. Also it became a political force holding its own against Kryta’s attempt at assimilation. So it’s going to act in ways governments do, including sticking military force in places not technically under its jurisdiction.
If something’s stirring at TA, it’ll focus Lionguard attention. However, they aren’t there only because of TA.
They found out Scarlet is in twilight arbor. The Lionguard represent the interests of Lion’s Arch, Scarlet is a wanted criminal responsible for the murder of a council member and property damage and probably lots more injured and killed during the aetherblade attack in Lion’s Arch, not to mention attacks in the roads they’re tasked to keep free during the dignatary travels to divinity reach and the invasions.

Politically yes, geographically it is still officially within the region of Kryta – it just doesn’t fall under its juridstiction anymore

If you look at the map of the Caledon there is a Lionguard fort on the road not too far away from Twilight Arbor. They worry about the travelers, and if something is bothering them they’ll keep an eye on it
Since Kiel is behind the whole invasion, it make sense for her to keep an eye on her subordinate Scarlet.

Fare enough. I realize Lion’s Arch already had a presence in Caledon Forest and I understand how the story lead up to this making it not completely out of place. Points taken.
I guess I’d just prefer/like the other city states to exercise more agency. There are five other cities, for the five races, besides Lion’s Arch but by and large they’ve been neglected after you clear the early levels. Does it make sense for Lion’s Arch having taken the spotlight? Sure, it is after all a neutral party and the trade center. But on the other hand, at least in my opinion, it risks becoming over used and leaves great potential stories untapped. All the unique lore of the five races and the three orders as well is just left sitting there. I’m not saying necessarily that the Living Story up till now hasn’t included these elements or that it hasn’t been good. I’m saying they haven’t been the focus. I think a more balance approach to the living story/content updates for PvE is needed. Introduce some new but also expand on the old foundations that are just begging to become something deep and enthralling. Sure involve Lion’s Arch but don’t be afraid to have something unique and exclusive to one of the other race cities/countries. And for the love of Dwayna, introduce more permanent content and tie ins to GW1 lore while your at it!
Queen’s Jubilee (as someone mentioned) and Twilight Assault seem to be a start in moving in that direction. I hope they go further.
Lionguard intelligence? isn’t that just LG hiring players? surely it’d be order of whispers? or the wardens at falais thorp? Pretty sure there are no LG active in any path in TA, just wardens, valiants and others of the grove.
