This does seem off, considering that the other mini is a mini golem, most likely from the stop in Rata Sum. That, or RNG is a kitten.

Maybe final event will give out frame drops and reveal the 4x tonics has a % chance at giving Toymakers so everyone can spam gamble for it. :s

It could potentially be a 2 part recipe. Since there are 5 tonics, and you can’t stick 5 items into the forge, you may need to stick 4 in, get the 5th, then stick in 2 of the 5th with 2 other items to get an endless toymakers.

Heh, I guess it works more like combining 4 yellows in the mf than anything else. Odds are, you get another yellow (rarely an exotic, in this case the toymaker’s tonic).
