I would buy this ability with gems.

Should only be useable on those who own bells but can’t play them with any skill :P

Should only be usable on those who own bells but absolutely have no knowledge in playing good music, also on those who are trolling/annoying people with the bells regardless of his/her musical knowledge.

Thus, in order to have the bells playable, I think we should have some kind of musical audition/test, so only those, who pass the musical knowledge test, are able to play their bells.

Are you familiar with the magical flute from WoW? There was a flute item, considered a rare item to obtain, that would absolutely drive people insane because it caused everyone in a certain radius to dance when played. People would troll others by mailboxes for hours on end, funny as it was.

I care less and less how much skill they have at playing it the longer they hang around doing it while I’m sorting through my bank and selling stuff. Using a bell should make you attackable… then we can weed out the annoying ones a bit…

That or give the ability to throw fruit at them and interrupt their bell-ringing.

They should be treated like costume brawlers or snowball fighters.

You can throw snowballs at these people. Handily you can turn in some of your socks for a package of snow you can carry with you. Then BLAM!

Bells should be a whole new combo finisher for asuran Radiation Field (party lights). I’m grinding gifts to get sound effects and make complex party hard

I like the bells. Especially if someone switches to the upper octave and puts the highest note on auto attack while standing at the TP / bank. Not that I would eeeeeeever do such thing. :P

We need GMs who have studied music theory, Arena Net has created a monster.

I read the title as though you wanted to use a bell to kill people to a festival-ly morbid tune. I think the bell ringing being the only tune to play is part of the annoyance. Fire fighters did not accidentally put bells on their trucks. I played LOTRO for a while and music works in an mmo. If the developers needed to see that demonstrated, I think they have, I hope they have.

In all seriousness, they should take the same option that LotRO did and allow you turn down or mute the volume on player created music if you don’t want to hear it.

Have you tried auto-attack (ctrl-right click) on bell skills? You can go afk and keep spamming (Lion’s Arch Bank is the best place)… Everyone will loooooove you eheheh :P
