I think he means the actual weapon skills. I like the skills, but I think a slingshot is kind of a lame weapon to use against a dragon.

The Scout loadout would be hideously OP if it were put in the actual game instead of being kept to Wintersday. The #3 skill is a low CD insta-gib that requires no skill to pull off. The #6 skill + #3 skill has earned me so many easy 1 shots I feel like a HB Warrior again.

Well if you tone down the damage, the set is just combination of other skills. The #1 and #2 skills are from the Ranger shortbow. The #3 skill is the Ranger Longbow rapid fire skill (or the Warrior Rifle rapid fire skill, take your pick.) The #4 skill is a chargeable version of Kill Shot, and #5 is any Thief skill that stealths and blinds, which would make no sense being on a Ranger weapon set. It just doesn’t seem worth the effort to put this set in the game and try to balance it when there are way more important issues to be dealt with.
The weapon loadout seems very well designed. Whoever designed it did a great job at making a power/crit roaming weapon. It has lots of tricks and positioning making it a fun weapon to use.
I really think the Ranger could make the most use of it as it currently doesn’t have that style in its arsenal. (longbow is a turret, shorbow is conditions)

- has a cripple instead of giving the ranger swiftness
- is spread out over a cone so that the closer you are the more damage it does
- adds player held charging to the shot so you can wait longer for more burst or shoot fast for faster burst
- is a short duration radius 240 cloak with swiftness, this skill is just awesome.
it is a fun weapon set, but, like the other two snowball sets, its ridiculously overpowered and only balanced against the other two.
You couldn’t actually make it work on a real weapon without completely gutting it, and the duration of the mobile stealth specifically is not a ranger-feel ability, just like the channeled rapid fire is not a thief-feel ability. The snipe is a very cool skill which with some damage reduction might look good as the #5 on a ranger rifle set if they ever decide to give rangers rifles though.

Well I think the #5 skill doesn’t belong on the ranger but I would love to see the Ranger longbow get a skill like the #4 on the slingshot. Ranger Longbow is all about distance = damage so why wouldn’t a charged up shot make sense, almost like going back to the old days in WoW with a Hunters Aimed Shot

You’re just nitpicking there my friend, those skills are still almost identical. And Rangers aren’t sneaky, stealth should stay with the Mesmers and Thieves. This weapon set would make Warrior Rifle completely useless, you have to take into account all the effects this would have.
No. Those skills fit better a thief with a rifle.
Rangers already have two long range weapons, and they are not centered as much around high single target damage as thieves. They don’t need skills like these.
In the other hand, thieves could really use these with a rifle to take out single targets during WvW sieges.
Tone them down a couple of notches to reduce power and decrease the rate at which the skills can be used, increase range to 1.200 for the first skill an 1500 to the snipe shot (plus a forced Revealed effect for the snipe shot for a few seconds even if you are not cloaked), make new icons and names according to the rifle theme, and that’s quite close to what a thief with a rifle should be: A simple shot attack, one evasive action, one with high fire rate and low accuracy a sniping skill and one for self-support.
Something like an assault rifle for tactical action in the field.
