If I run tixx dungeon again on a different character will I be able to get more Mystical cogs? I’ll assume the answer is not but just wanna be sure of it

no, the cog reward is account wide so it doesn’t matter which charatcer your the same account you rerun it. If you run all 5 days you will get 500 cogs enough for 2 out of 5 minis

No. It seems to be a one-time thing per dungeon.
