Q:

I believe that the Wintersday event ends at 6pm GMT today (Thurs 3rd Jan). Do the ugly clothes collectors leave at this time or will they be sticking around a while longer?

As long as they announce it long enough before they leave (so more than half a day up front) it’s okay. If they just remove them at some point without announcing it that would suck for the people who have/are still buying Wintersday Gifts, because the gifts give you Ugly Wool items most of the time and those items would be useless without the NPC…

So please give us an announcement like three days up front so we can prepare our stashes
