Lyns has been disabled since Wintersday started despite a statement that it would be available during Wintersday. Didn’t know packing was gone but doesn’t surprise me.
You could make commendations prior to the last patch. I made 640 crates yesterday before the patch (had some donation packaging from before).
If you have packaging and the recipes don’t work anymore that is new as of yesterday’s patch.

That fish on the west side, that is made out of Candy Corn Orichalcum Amulets.
I’m sure you’re right that is the in-game lore reason but I suspect there’s other reasons why this is happening in the real world. Most notably, Black Lion Keys.
