Hey, i missed the Black Citadel Tixx dungeon and on the wintersday event details, it states:

“Don’t worry if you miss one of the stops. Once Tixx arrives in Lion’s Arch, you can play any day’s version of the airship instance you’d like”

I completed the Tixx instance in Lions Arch and didn’t get the Charitable Charr achievement and i also went to Black Citadel today and the instance wasn’t there. Is there a way to play the Black Citadel instance? :S

I am looking for this aswell. This is what the wiki says:
In the Lion’s Arch version, a Toy Production Machine is available allowing to replay any of the above versions of the dungeon.

But I don’t know where that machine is.

When you go into the instance everyone gets a chance to vote which one you do. I missed the char one as well and was able to do it and get the rewards + achievement from LA tixx.

This exactly. The machine is inside the instance.
