On another note though, I don’t recall ever seeing this ever. Not even last year. I could be wrong though. Have I missed something?
Seems to be either town clothes or a costume/tonic as it has a scepter that can be used in a Brawl.

I think thats the christmas town clothes costume from last year. Hopefully they release it again this year.
