At this moment i am in a medium server (Underworld) and i want to join a very high populated server.
Does the players in the (DE) or (FR) server speaks English or i will have problem communicating ?
Players will generally talk German on the DE servers and French on the FR ones, so yes, you won’t be able to understand everything that’s going on.
May I ask why you want to change servers? It’s not like your server is barren any more since Anet linked servers. Looking at the match-up websites, you have been linked with FSP – surely there’s lots of action there nowadays on both the borderlands and EB?
I need to say that changing server to Gandara is too expensive. For this prize I can buy Dawn or Dusk…
And I can’t understand why tranfer costs? It is stupid, because it is sometimes hard join to server my guildies.

You need to keep in mind that the server population are calculated on basis of the population in world vs world.
In pve you are mixed with all the other servers on “mega servers”. You can even join guilds from other servers and play with them (unless it’s wvw).
And as Shukriyya said, underworld are guesting on Farshiverpeaks in World vs World at the moment, so in theory you are playing world vs world on a full server at the moment.

Because it’s not free for ANet to maintain the infrastructure that allows us to change home servers. Because ANet wants to discourage people from “bandwagoning” (i.e. moving servers frequently, to follow the perception of ‘best’ server). Because sticking to the same team for longer periods tends to inspire loyalty, which in turn, tends to foster better and funner matches (although obviously, in practice, it doesn’t always work out like that).

Also there’s the trick of deleting all your chars, that let’s you swap servers for free and keeps your bank and wallet intact.
And yes I know this is pretty much viable for two kinds of ppl, the very very new, and the ones that are kitted in full ascended/legendary and have no personal attachment to their character(s) so they don’t actually lose anything when doing so(apart from lvl up tomes but hey that’s just a good thing).
