I’ll dispute this to some degree.
Earlier this week, I put in buy orders for 10 stacks of 250 for taffy, all at 4c, in the span of a couple minutes.
A couple days ago, eight of those stacks filled completely, and both of the remaining two were partially filled. Several days later, I still have buy orders in for 242 and 208 taffy.
If it was proper FIFO, then there’d be no way that the later stack would be touched before the first stack was consumed. Also, it appears that somehow, both of these orders got pushed to the bottom of the queue, since there’s been quite some delay in them being filled.

That wouldn’t make sense, because when the other 8 orders for 250 filled, they appeared in the pickup window as several pages worth of piles of taffy of all different sizes, suggesting they were fulfilled by many different steps of partial fulfillment.
What it does sound like though, is that in some situations, partial fulfillment sends an order to the back of the queue, and in others it doesn’t. I have nowhere near enough insight to determine what conditions set this off.
Hopefully Mr Smith and/or his collegues have sufficient tracking to figure this out.

Or perhaps with thousands of players in this game using the BLTP at any given time, someone posted the exact same Buy Order as you, albeit a few miliseconds quicker.
And not all orders are filled as exact stacks of 250. If someone sold 76 to you, that’s what you get in your pickup window.
