The best use is a pvp point holder that denies enemy capture but doesn’t deal damage itself. There are also uses for such a combination when mixed with other traits to get the right balance.
I`m of the opinion that its probably better to go full celestial, mainly because, after studying the forums, many theorycrafters seem to be saying that the excess healing power just isn’t worth it, for, say, guardians.
It could also work for a Staff Ele in WvW, provided they were willing to just throw out Water Fields for healing, & drop conditions & control effects (Static Field stuns, Gust knockbacks, Chill, Immobilize, etc) & give up entirely on doing any real damage.
Where do you actually get the recipes? I have not been deep in to the new content yet.

They mostly drop from the buried locked chests but you can buy them on the tp.
Keep in mind that they prices on the tp for those are a little bugged atm. They only show 1 supply and huge prices but if you click on them, they will actually update to a much higher supply and lower price.

No you cant. The trader only sells the insignias/inscription recipes, which are account bound. The recipes for the individual gear pieces comes as a random drop form buried chests and they are tradeable on the tp. However, they are worthless to learn, if you dont know the recipe from the vendor.
Same goes for food.
The food recipes and their output is accoutn bound, however, there a few each recipes available for the corresponding feast/pot/tray recipes on the tp.
I tried forging the recipe in the mf but it doesnt work, so i guess, those feast recipes are a random drop as well or the forge recipe was enabled for short time after patch and they stealth nerfed it.
But again, the feast recipe is useless, if you dont know how to craft the basic corresponding food.
The feasts itself are also account bound btw, so only you can drop them.

Waterfield healing consider healing stat from the blast user, making healing power useless in big groups/zergs.
Blasting a berserker ele waterfield cures as much as a nomad one.
A PvE player is supposed to avoid a 1-2 second 1 shotting aoe.
A WWW player is considered uncapable of avoiding a 5,75 second aoe for half his health.

Blasting a berserker ele waterfield cures as much as a nomad one.
But if the blaster had nomad stats it would be a different story.
Eles cast waterfields where melee trains hit each other and you have 2 nomad warriors blasting the ship out of them. 1 blast each from hammer and warhorn, regular stomp, stomp during rampage and a couple of banners for good measure that can be picked up and planted again for repetitive blasts.
