Patch notes half-right, items not account bound
yeah, same problem here …
perhaps it only affects newly acquired recipes?
Having the same issue as well, though the recipes were not soul bound prior to this patch. And I am of the correct skill level to learn them.

well imho it shouldn’t be such a big deal to “unbind”. Oherwise they should write in the patch notes that this only applies for recipes purchased post-patch.
Prior to this patch I wasted so much karma on purchasing recipes with one character with the intent on tossing them in the account bank and picking them up with the character who does the related crafting, only to find out the items were soulbound to the first character. The most annoying part? No warning about the recipes being bound at all is mentioned in their description on the vendors.
We have a fix coming that will convert the existing items to be Account Bound. I believe it is scheduled for the next build.
Will that be retro-active to recipes we’ve already ‘learned’ ? Or only unused recipes?
Since it is an item we are talking about, once it is consumed (read: learned), it no longer exists.
Will the upcoming patch also be covering making siege plans account bound instead of soulbound?
Thanks for the response, Linsey!
Great to know it’s going to be fixed, but I’m still curious… when is the next build planned to be released? Tonight? A week? A month?
afaik the next patch is planned for 1/10 (I read this somewhere in this forum), correct me if I’m wrong.

It means that you can buy recipes with one character for another character to learn. It does not mean multiple characters get to use a single copy of the recipe.
