Unsoulbinding a Legendary
I believe you can use 1 transmutation crystal to transmute the sunrise or twilight to a white item to make it account bound, then on the character with the other, use a trans splitter to get the legendary back. Then it will be soulbound to that character, and you can make eternity that way.
I know the transmute thing works, as I’ve moved my dreamer to another char.

Definitely not an exploit.
That’s actually the purpose (I think) of the splitters. It’s totally normal for the new eternity to come out unbound too, because even when you use a soulbound precursor the legendary comes out unbound.
So no worries there.

It used to be a bug that was discovered. But Arenanet admitted that it’s ‘working as intended’ because it promotes gemstore usage.
In anyway, it works. And I’m glad they didn’t change it.

When I first did this long ago, I think the transmutation splitter didn’t make the results soul-bound — it left them account-bound. That is no longer true (if it ever was) — you have to transmute with white or blue to make it account-bound, and then transfer the item via your bank, then split the account-bound item on the character you want to use it (at which point the resulting items will be soul-bound to the second character): http://wiki.guildwars2.com/wiki/Transmutation_Splitter
So I wouldn’t be surprised if someone missed that the transmutation splitter makes it soul-bound to the current character, or if they made some other mistake in the process … if that’s not the issue, I’m curious as to what they’re asserting didn’t work.

I transmuted a skin onto a plain white piece of gear after that post was made and it still came out as account bound. I’m assuming the poster did something wrong since I haven’t heard of anyone having that problem.
Rule of thumb is that if something’s not soulbound on use or soulbound on acquire, transmuting and splitting will make it account bound. The only exception to that seems to be runes and sigils (agony infusions will actually turn account bound, it seems).
It does work. I just transmuted (yesterday) an ascended focus with a fine (blue not white) focus which made it account bound. Next the character you want to move the item to uses the splitter.
IT WORKS AS IT WAS INTENDED TO STIMULATE GEM PURCHASES. Which is fair by me. But yes it still works and it will always work.
