Come on, going in and out of the instance by myself wouldn’t even work tonight. Had to ask a friend to join me in both leaving the dungeon for it to come down.

It usually comes down if you sacrafice yourself to a group of nearby mobs.

I just bugged somebody to join my party and it unbugged after exiting the dungeon then :P

Arenanet is encouraging exploits by keeping it bugged. May as well do a jumping puzzle to get inside.
