Alts in Fractals
The best cost & time efficient method: pick alt from same weight class that uses similar build loadouts. Then swap gear back & forth. After considerable t4 runs you will have enough +1’s & ascended gear to not have to swap

So, they key to efficient gearing up: first you need to get one char to be able to run t4 reliably.
Additionally, for trinkets you can hit the new zones. Farming them for map currencies should get you equipped in earrings and backpack really fast, for 4 additional infusion slots (in addition to the 6 you got from rings you buy for relics from fractal vendor, or also for map currencies from the previously mentioned LS maps if you need HoT stats on them). 10 slots should give enough AR to allow you to run t3 at least.
For weapons and armor, the best bet is to hope for a lucky drop (unless you want to sink a ton of gold in crafting, but if you could do that, you wouldn’t be asking the question about gearing). Remember, that the drop doesn’t need to have the stats you need – you can restat it in forge.
Also, there’s a way to easily get 1 ascended weapon for free (and more for a moderate price) from the Caladbolg reforging quest (available weapons: sword, greatsword, dagger, shield, scepter). That assumes you have completed HoT storyline, though.

farm gold do crafting so you can buy equipment from fractal vendor, get into raids so you can buy asc stuff for tokens.
if you do first legendary armor collection you even get 1 ascended armor SET for free

I’m currently in T3 fractals on my ele, she’s got a full set of ascended gear and AR96. But I want to start playing a daredevil. He’s only got exotic and a couple of ascended rings. What’s the best way for me to gear up an alt for Fractals in a time efficient way?
your best bet is to first get to t4 with the ele and easily clear that content daily you will get alot of asc chests from it and u could get asc armor from the ventor but that would require some crafting.
If you’re looking for time efficient and not money efficient…
1) Get a full set of ascended trinkets for your daredevil (guild commendations for accessories, new maps for back piece).
2) Attune and infuse your rings.
4) Craft 3 ascended armor pieces (~180g)
3) Buy 12 +9s off the trading post (~120g) and slot your trinkets (108 AR)
Total cost: ~300g not including cost of getting your leather crafting up.
Both characters can do T3 fractals, continue getting AR until you can do T4s.
Obviously this is not cheap, but it’s the most time efficient. The cheapest way would be to continue doing T3s until you have enough +1s to get to 150 AR, do T4s until you get a bunch of ascended drops, convert the stats, and use your found +1s from daily T4 fractals to gear up your DD.
You can always do a mixture of these two methods to trade time for money or vice versa. Keep in mind that getting one character to be able to do T4s will up your ascended drops significantly.
Notice also, that trinkets from your ele will likely fit your DD perfectly (as both classes share the same preferred stat set – berserker). So, the only problem is weapons and armor.
If all your AR is currently on trinkets, for example, you can simply transfer them. The same if you are using an ascended staff on ele.
