Anet: Are the dungeon "rare" sets -supposed- to have generic artsets but unique names?

It strikes me as incredibly odd. Odd like how the karma vendors in Timberline sell “mountain” equipment, which is half generic art and half unique, mountaineer-like models, with no clear correlation between “the rare and fine sets look different.”
This doesn’t seem like the trend, I mean, let’s look at the great looking armor from Gendarran fields – it -looks the same regardless of rarity, when it’s sharing the same name and source-.
So am I the only one who thinks the default rare sets of armor being -ALL GENERIC- (cabalist set etc.) is a little, you know, completely off? Perhaps this is intended, but that still doesn’t answer why things like the karma vendors don’t violate this trend. I think it’s extremely weird having the gift for all dungeons’ story mode be an ugly, low-looking piece of armor that has okay stats, but being named the same as the dungeon’s -themed- set.
At least change the name to “generic dungeon reward armor” if that’s how it’s supposed to be?
