Anyone wondering this about Fractals?
No one really cares about that. People do fractals for dailies and to farm items → gold. No one is playing fractals for fun or will play level 90-100 because they want challenge. People want money and if high level fractal doesn’t drop precursor or high amount of money people won’t do it. And I don’t wanna even start about 100+. Dungeons are dead, fractals are waiting the same fate.

I’m guessing that when they release new fractals they reassign all current ranks so there’s less repetition.

We only just got an increase up to 100, no reason to add tiers beyond that just yet. This would require a drastic change to the way agony works, and after a certain level it’s just another gold sink.
New fractals will probably just be in addition to the current ones, and operate under the same rules.
As a side note, I really don’t get why people think fun and farming have to be mutually exclusive. Current trends clearly suggest otherwise.
Aside from the dailies and shard farms fractals is pretty much as dead as the dungeons are. Lvl 77 is the highest level worth doing and even that is only done once or twice. I haven’t even bothered doing them after I got unbound, adding more and higher levels won’t do much good, and the gold isn’t all that special either.

By your metric, dungeons were dead before HoT went live, since, aside from daily gold, no one did them & many paths were only done “once or twice”.
Perhaps you meant that you (among many) don’t have much interest in fractals and that there remain some issues that ANet ought to address, such as incentives for doing 70+ after completing the achievements.
Speaking for myself and my circle of people, there’s been much more interest in fractals since the patch because it’s no longer a long commitment of time, leading to probable frustration. These folks prefer the single, specific island system over the 4-randoms. They also like the current rewards.
