Thats the design, although I would agree with you that it is difficult (especially with bad for rangers/necros). I wouldnt agree that this was a bug however.
Its not a bug, thats how it is suppose to go. And I’ve done it with a group of 4 people before easily. You have to know which units to get rid of and be sure to have Condition removal. Always get rid of Elementalists first, then rangers.
You have to pull these big groups into one of the gate rooms you come in to. You bunch them up and aoe kill them as fast as possible. If they’re 8 you’ll probably wipe once or twice though, but you’ll get atleast one each time.
It all depends on how long Detha is alive to make repairs. It’s two spawns per trap.

Each time Detha initiates repairs on a mortar – either from starting on a new one, or resuming repairs after being downed – a wave of four ghosts will spawn.
I believe – but am not positive – that if you revive Detha while you’re currently in combat with a wave and her current mortar isn’t fully repaired, she’ll resume repairs, spawning an additional four ghosts. I’ve been in okittenup where, again, I believe but am not 100% positive this happened. It sounds like the OP’s group did something similar.
Edit: Apparently the obscenity filter doesn’t like “1 group.” This results in everyone reading this post having that word on their mind… self-defeating much.

I believe that each mortar will give 4 ghosts BUT…
Lets say you killed 2/4 ghosts but your party wiped, when you do it again and continue where you left off, since only 2 ghosts remain, the system will spawn additional ghosts (4 in my case) leaving you with a total of 6. Continuing, if you killed 2/6 and wipe, do it again, leaving 4 out of the 6 and the system spawns 4 again with a total of 8 (EIGHT!!) ghosts.
I suggest just don’t wipe it. Clear Kohler so you can have the center waypoint so it will be much faster to run back before everyone dies, since that will not pause or reset the fight.
But then again, graveyard zerg is just way too sucky.
Without wiping, you’ll be dealing with around 12 ghosts, if you are lucky and NPC doesn’t die or doesn’t attack the ghost so that she can repair fast.
Just get the lone ghost, the one spawning from another area fast and don’t let it disturb the NPC.
