If i run a dungeon at say 10:30 PM server time and finish at 11:45 PM server time then run a dungeon at 12:15 AM server time because it is the next day will i get a full 60 tokens again? and then if i went to bed and woke up at 5:55 PM server time would i get another 60 tokens? (all this is if i ran the same dungeon on the same path)

so what im trying to ask is when it hits 12:00 AM server time then is it counted as the next day? or is there like a time zone that once it hits 12:00 AM in that time zone it would be counted as the next day? and if so then how can i tell what time zone the server i am in follows (dragonbrand)

For the example you raised, you will hit DR for running the same path too close to each other.

DR resets aswell iirc.

nope. DR does not reset with daylies.
