Why does the heavy armor we can get from CM look like old rusty garbage, while the one the NPCs wear is polished and nice?

Is that an oversight or is there an actual reason?

It is a common complaint with CM
This is why not a lot of people do CM dungeon runs, but at least light female human armour looks nice
