Combat tonics and raids.
I have no clue if this is the intention behind the disabling of those potions in the first place but in my opinion it prevents using possible exploits. In the past there were several exploits with potions and other stuff in dungeons and fractals so if you shut them down from the start you don’t have to care about eventualities.
Also, raids are serious business – no place for joking.

Tonics e.g. trigger weapon swap sigils and reset pet swap cd. These are some examples why they cannot be used in raids.

But don’t most sigils have an internal cooldown that is the length of the weapon swap? So even if you were to able mimic a weapon swap, it would have no effect because the sigil is on cooldown.
I’ve also never heard of tonics resetting pet swap cooldown, and who would want to do that anyways? Seems like a bad idea to even want to do that as you can swap pets as anyways.

You can do that either way if you’re good with normal pet swaps. All the breakbars line up so that you can swap for the break, swap back, use tiger f2 a couple times, and then swap for break again. You can upkeep 100% fury uptime like that.

I’d hazard a guess it’s easier to turn off all items rather than picking and choosing based on what might be exploitable or not.

There is a slubling tonic(not a combat tonic, just a tonic) available for a few gold on the tp
