if you’re good at dps rotations on ele, you know the mechanics of each fractal and you are confident in ur group’s ability to cc breakbars (particularly Chaos fractal at the final fight)
first question that should be asked is are you going to be going with a dedicated group or with random pugs?
I run power dps tempest when I run with my group, but support tank condi tempest when I join pugs, since the latter can put an entire group on its back and carry it.
I play a Viper Necro… but I am a little bias seeing as I have played the same character since Guild Wars 2 launched. I don’t have a problem with PuG groups (typically) and do just fine with our guild groups. There are times (although rare considering how many fractals I do) when I am left to solo the last 10% – 20% of a boss, which usually ends up in me winning the battle.
I guess the best advice anyone could give would be to play what you love playing. You will always do your best. Most of the stuff is not a DPS race, but rather following mechanics.
but I swap out skills and traits frequently. This is for when I want AoE perma protection facetank facerolling and don’t really need stun breaks or heavy condition clearing. Typically you swap back and forth between overloading fire and earth, swapping through water every time (if needed) and air every other time just for the aura and orb. And I basically never overload water or even stay in water for more than 1.5-3s (either the minimum amount of time, or long enough to cast 543), not even when I need heavy healing.
Swaps are all pretty straightforward if you’re familiar with the class. Take gale song and/or eye of the storm when stun breaks are needed. Take cleansing water and swap earth to arcane 221 for more condi clear and heals and less protection. And take signet of fire for more damage. Glyph of storms and aftershock of course see use as well. Arcane is actually what I default, since it’s more fun to play.

If you want to play a class that is tanky, safe, not speed-clearing through everything then I’d recommend Viper Necro.
If you want to play a class that is less tanky and understand the mechanics of the fractal well or is looking to speed-clear things, power tempest may be a good solution.
Why not get both geared and try both and see which one suits you more?
Necro is a pretty safe, reliable class for T4. With light group and self-healing abilities (Vampiric Aura), decent DPS and good trash clearing abilities (Epidemic). Has good synergy with Condi PS Berserker. It’s also pretty fun to play, imo. Don’t mind the naysayers.
Tempest is also fun, but significantly harder to play. You’ve got to be fairly skilled to get the most out of this class in T4. In a group of randoms you’ll not likely be able to do the kind of amazing DPS that makes the Tempest’s glassiness worthwhile, and would be more likely to end up downed on the floor half the time.
