As stated in the title, is there a.chnace like the rings that the new fractal necklace will drop.as well after completion of even fractals?

Where did you hear that information? I have not been able to confirm either way.

Only laurel vendor but in the next patch with earings. Amulets will be droped from chest in FotM, will be obteined for pristine fractal relics the same as rings are now but earings will by only in laurel vendor.

Ascended amulets are only available from laurels or upgraded a triforge pendant. (which is really just for people who already had a triforge, would not recommend buying a triforge now)
