I am new to GW2 and have a lvl 33 character atm. I would like to complete the monthly achievement but I have to run 7 Fractals. Do you have to be lvl 80 to run this kind of dungeon?

You don’t have to be 80, but there may be some that don’t like to take under 80s because of lack of exotic armor/traits/whatnot. You will automatically get boosted up level wise, to 80 inside the dungeon.

I want to do a run with only level 2 characters. I think it would be pretty fun.

Yes you will get boosted to 80, just expect to die a bit more and the fact that most players are experienced in fractals that it will be hard to find a group that doesn’t just rush off at the start. As for level 2, I have done it lol, the problem is lack of skills and a weapon change depending on your class. You might only have 2 or 3 actual attacks unlocked also, you won’t gain xp any faster than you would in regular PvE but you would net your monthly, providing you finish of course.
