When will Guild Wars 2 be implementing a Dungeon Finder?

It is an EXTREME inconvenience to stop the dungeon when someone bails from the group, and then having to teleport out of the instance to spam the chat for someone to join the group to resume.

On the other hand, it would be nice to know Anet’s official reasoning behind it. Is it a social thing? A technical thing? Or what? I could probably see the technical reasons behind it seeing that there are no dedicated roles (as in “The Holy Trinity”), but other aspects just seem like speculation and hearsay to me.
