Dungeon Owner/master problem
I see this as a slightly more complicated problem. See, this system is in place also because someone in the team has to be able to open the dungeon. Which means for a dungeon that he has done the story mode, or for fractals that he has the level for it (let’s imagine he is the highest fractal level in the party).
Now, if we use your system, this would allow anyone to open the dungeon, disconnect and reroll, which is defeats the whole purpose of having a story mode. Same for opening higher level fractals, though I lack a bit of context here, as I don’t know if the highest level can leave the group if he wasn’t the one who opened.
I do agree though that there is something to be done to prevent rage quitters to shut the whole dungeons for others, but I guess it takes slightly more thinking and work to find the right system. The system could have an intelligent fallback on the next character that did story mode, and still crash if no one else does. Or lock disconnected player to come back with a different character, but as I said, this would take time to implement.

ATM, anyone in the group can open fractals with the highest level anyone in the group has achieved.
In regards to dungeons: make the story mode account wide and make story mode a requirement for all party members. Problem solved.

a)if you want to encourage ppl to do story mode you can either force them(that’s a bad way btw cause it will make it like a burden to do and games should be fun)
or encourage with special things that only the story will get you eg. 70 tokens instead of 60, or promised exotic unique to that specific dungeon. dunno i bet anet are watching what ppl actually like to do on gw2.
b)there’s the elemantal problem, if ppl enter with someone who did had the story let’s say arah, they are not skipping one bit of it(that’s rare too) they do path 4 and on dwayna the party leader crashes, or rage quit. even though the 4 other members didn’t do story. do you think they should get nothing?
yeah you can “punish” those players but that will make those players hate anet.
anet should think about how to solve these scenario too.
rage quitters can in an instant of immaturity make a whole good party loose not only time but profit aswell.
unfilnching solution will stand but it’s too much forceful i think and it will have drastic influence on game economy
It would not be that much more forceful than the system currently installed. Especially when it would be coupled with account wide story modes. I’d wager many poeple have done story on one of their characters.
Also, the average story takes 30 mins to do. Give an hour and that still wouldn’t be too bad either.

Just recently had a guy who left from arah p2 right in front of last boss. And everyone else in the party have story as well. So I don’t see why should we get kicked and lose the whole time we spent in dungeon.
I really hope anet will think something about this system.
I would be fine with team gets kicked if No-One left in the team had Story. Want to guarantee your team never getting dropped because the starter leaves. Do story, while your in the team you know you are fine. Makes sense and removes this issue 90% of the time.
This is a major pain really. Was just in a FoTM run and the moment Jade Maw went down, the dungeon starter left party.
I do not know if he did it on purpose or if he thought that the dungeon was over and left before collecting the reward. The rest of us are all kicked out of fotm and we have to re-run it if we wanted the reward.

Here’s a funny story. I’m running FOTM with my guild. For once, I’m not in TS (was at a friends house, so I was on my laptop and not my desktop). We get to the dredge. I’m the thief. The party leader is a mesmer. I mistimed a jump ONCE due to my laptop being a bit more laggy than my desktop. The mesmer leaves and switches to her thief. And…. we disconnect.
It was our third fractal on lvl 30. We disconnect and lose all progress because someone had a massive brain fart.
