So according to Jon Peters if we:
1) Run the same exact chain over twice in a row
2) Complete multiple dungeons in 30 minutes or less each

We receive 50% less in rewards. Well, my group just cleared Twilight Arbor twice (Up and Foward, Up path) and received 50% reward on the second run. The first run took well over 30 minutes as I popped boosters at the beginning and only had 6 minutes left on them by the time we started the second run. As for the first rule of diminishing returns, we took a different path than the initial run.

If what we experienced is not a bug, I see a huge flaw in the system that punishes players who do not have issues clearing these dungeons. We did not skip content, other than cut scenes. My point is that this “fix” is a flaw that punishes players if 100% content of the dungeon can be completed with-in the 30 minute rush limit.

While this fix was necessary to prevent the CoF/SE speed runs, the diminishing returns on dungeons is complete overkill. ArenaNet just ruined the efficacy of dungeon running by adding an element that limits players’ ability to perform in dungeons (clearing correctly within 30 minutes).
