Can do it at any level, but you need to get the lower level character to that zone, which can be troublesome.
Then yeah simply get him in the instance before that final reward is given and you’re set. It’s not the daily chest it’s the completion chest (the one that pops up automatically as opened, not the one in the corner).
So yeah, start a character, get them to plains of ashford, run a dungeon, swap at the end, enter the dungeon in time for the reward, boom you’ve gotten a level or two.
As Rose said though, make sure to get the ok from your group, it’s pretty rude to just assume they’ll be ok with it.
You can enter into the dungeons on any level character, I believe. You just have to be in a party with someone in the dungeon and have said character parked somewhere inside the same zone as the dungeon (in the case of CoF, that’d be Fireheart Rise). So, you’d need to run your lowbie to the zone of the dungeon, do the dungeon up to the boss (or up to a certain hp % on the boss) on your high level character, switch characters, and then click on the prompt to enter the dungeon again.
If you plan to do this, always make sure you let the rest of your party know BEFORE starting the dungeon.

Depends how you do it, yes you can waste your time by not getting in in time and leaving before you get your daily reward, seen it happen a couple times. But, if you leave early enough to get back in on the alt before the last boss is dead you’re safe. Some dungeons have enough time that you can get your daily chest then swap and still get in before the completion reward chest (xp chest) is given. The quality of your setup (comp/connection) will have different results. When friends have done this we always just had them leave way early and get back in before we finish off the boss just to be safe, but we don’t do it in PUGs just when we group together.
To note, in Arah p1 you can actually finish the last boss and wait, as long as no one moves up to the telescope it doesn’t finish IIRC, may be mistaken so I’d double check it but pretty sure.
