Assuming the one who enters is the dungeon leader, he is, in fact, immune to kicking? Even if he <has no idea what he’s doing.jpg> there, if you kick him, you’re all out?
We were doing some 26lvl Fractals today, and a seemingly lost necromancer held us up for more than half an hour on the pressure plates part. We kicked him. Oh…it seemed he entered first and kicked us all out.
Why is there such a feature implemented? It seems normal to kick everyone out of the instance if the player tries changing characters, as he would be trying to benefit from that. Kicking everyone because they’re weeding out interruptions should be out of the question!

You get kicked because you’re guesting on his server – this is how netcode currently works. One way that could get arround that is moving dungeons and fractals to overflow after started instead of guesting on host’s server and on top of that few netcode tweaks – but that’s all up to Arena.net and you shouldn’t expect it too soon. Right now if man who started dungeon/fractal is leaving everyone get kicked out. It’s annoying as hell and currently only thing you can do is to start fractals by yourself or someone you’re in party with and has stable internet connection (and know what he’s doing). For example I never host since I have unstable power line and I could lose power for few seconds without warning therefore wasting everyone’s time – to get arround that I allways party with trusted man who knows what is he doing and has stable pc, internet connection and powerline.
