Q:
Dungeon scaled to highest level player?
That has nothing to do with the player. Eg. Ascalonian Catacombs will always scale to lvl 30 for storymod and 35 for explorable mod.
sooo it does not add more enemies, or make it harder in different ways than leveling up the enemies, if there are higher level players in the group?
Does not add more enemies. The dungeon doesnt scale at all, the higher lvl players scale downwards to the effective level eg, AC 35.

one more thing: if players get scaled down to, say, level 45, do their stats get scaled down after the effects of their gear has been taken into account (the changes in attributes) or do only their base attributes get scaled down, after which their gear attributes get added? so then a lvl 80 will still be better than a level 60, purely because his/her gear is level 80? or does gear get scaled down too?
Attribute points from gear (and traits) are also downscaled, but a downscaled level 80 character in exotics will still usually have it easier in a lower level dungeon than a typical at-dungeon-level character.
