Make your own groups on LFG saying you want to kill everything, nobody is stopping you.
If you don’t like being in a group that skips mobs, say so in the LFG window. “P3, no skipping” for example, or “P1, killing all mobs.”
It won’t make it competitive or anything, but it might help you find groups with like-minded players, or players who don’t care whether they zip through the dungeon as fast as possible.
I do this all the time with dungeons/fractals, except I label mine “casual-friendly.” I’ve had great success with it so far.
If they added some relatively significant reward for clearing a Dungeon instance (a Title maybe?), I’d say you’d potentially have completely different game mode….Kind of like GW1 Hard Mode for Dungeons?

The skip the dungeon mobs because they give no reward for the time it takes to kill them and a lot of people in the past 2 and a half years, have run each dungeon’s paths several times over. So for them, the newness has long since worn off and they know the dungeon like the back of their hands and therefore doing the dungeon itself isn’t entirely fun. So, they’ve made new challenges.
And all of their challenges revolve around seeing how fast they can do the dungeon. So they try to skip mobs. They see if any bosses are skippable without need to exploit the dungeon (there are a few bosses that can be skipped without exploiting). This leads them to requiring the meta, requiring tactics that make things quicker, and requiring skipping.
Just make your own group saying all welcome, no skipping or something along those lines.

State of Dungeons in GW2:
- No new dungeons planned
- New fractals likely at some point (probably recycled LS encounters)
- possibility of bug fixes in existing content someday / maybe / if they get around to it

It’s all about time vs reward. Enemies are not skipped because people are pushing record times or because it’s challenging, they are skipped because they give no reward. Kholer, for example, is an optional boss you can skip without breaking the game. But since he drops a champ box, people usually fight him unless they are ACTUALLY aiming for record time.
As for the OP’s question, you can surely try fighting ALL the enemies in a dungeon, you will soon discover there is no point in doing so. I’d like to recommend you having look at Arah, enemies there were clearly meant to be skipped. If you wanna kill all the elites there, gg, see you next month.
Trash mobs actually give really good rewards usually. If you take the time to kill them you will get pretty decent loot as a reward for it already. Not sure why one would need more reward than that.
