Can i get the same tier daily on 2 characters per day or is it account bound?

Ex can i use a lvl 28 with my ele and lvl 22 with my mesmer to get 2 daily chests?

GW2 balance:
A PvE player is supposed to avoid a 1-2 second 1 shotting aoe.
A WWW player is considered uncapable of avoiding a 5,75 second aoe for half his health.

Yes. You can do it twice with different characters on the same tier.

I’ve never tried but I’m fairly sure you can. Fractals are character bound not account, like personal story missions (eg. difficulty level).
